Rating Industry Achievement Awards
2008 Winners
To recognize outstanding achievements in the rating industry, RESNET
established the RESNET Rating Industry Achievement Awards. At the 2008
RESNET Building Performance Conference RESNET Board President Philip
Fairey presented the achievements awards selected by the RESNET Board of
Directors.
The 2008 recipients are:
California Energy Commission
RESNET Program Leadership Award
The California Energy Commission has led the transformation of the
rating industry in the California housing market. Through its leadership
over 30,000 homes are inspected and verified by certified home energy
raters. This remarkable achievement has been realized through Bill
Pennington’s leadership in incorporating building performance
verification for new and existing homes in the state’s energy code,
Title 24.
Over 25% of all homes built in the state are inspected by certified
energy raters to document the home’s energy performance. In addition
over 15,000 existing homes had their duct systems tested by raters at
the time of the replacement of the home’s air conditioning system.
Through the leadership of the California Energy Commission home
energy raters have become a viable independent market based building
inspection industry.

North Carolina Energy Star Program
RESNET Market Transformation Award
The North Carolina Energy Star Program has been instrumental in
transforming the state’s housing market to high performance ENERGY STAR
Homes. Through its efforts the number of ENERGY STAR Homes increased by
over 390% since the program was started in 2005. The North Carolina
Energy Star Program promotes ENERGY STAR Homes through a web site,
consumer education, support of the state’s rating industry, coordination
with the state’s home builder associations and utilities, and an annual
conference. The 2007 Conference drew over 300 attendees. The program has
grown so successful that it is now funded through state appropriations.
In addition the state’s two largest utilities offers lower rates for
consumers who purchase ENERGY STAR Homes.
The North Carolina Energy Star Program is a public/private
partnership between the North Carolina State Energy Office, the state’s
rating industry, Duke Energy, Progress Energy, Greenville Utilities,
Advanced Energy and Environments for Living. The program is managed by
the Appalachian State University Energy Center. The goal of the program
is to mainstream high performance homes through transformation of the
state’s housing market to ENERGY STAR. The program serves as an umbrella
of all ENERGY STAR efforts in North Carolina. This gives consumers,
builders and raters a single point of contact.

EnergyLogic
RESNET Industry Innovation Award
This award is for iRate®, a comprehensive energy rating organization
management tool. iRate® is developed by EnergyLogic Inc., a Colorado
based HERS Provider and Training organization. EnergyLogic, like many
rating firms, found itself struggling to deal with a variety of
information problems. There a vast amount of data that is generated in
the course of conducting an energy rating. Additionally, the daily
requirements of scheduling, billing and management of both staff and
clients pose daunting information management problems The answer for
EnergyLogic was iRate®. This web approach to managing daily operations
and all of the data that is generated by rating activities provides a
unified, comprehensive tool that is accessible anywhere in the world. It
provides management, raters, and others real time information on both
the data and the status of operations. By integrating both REM/Rate™ and
QuickBooks® applications, iRate® becomes the platform through which all
of a companies work is managed. iRate® is under continual development as
it is used by EnergyLogic to conduct its rating operations and is
available to the HERS community by subscription.
