RESNET Task Force on Code Performance

RESNET has formed a task force on code performance to review the barriers to effective code compliance and develop recommendations. The task force will also review the role that market transformation and building performance efforts can play in effective code implementation. The task force is composed of representatives of state energy offices, accredited home energy rating providers, and other building performance professionals.

The first meeting took place in conjunction with the 2001 RESNET Conference. Participants at the conference identified the following priority action items for the task force:

  • Develop model legislation for state and local governments to incorporate performance testing such as home energy ratings as an optional code compliance tool.
  • Serve as an information source to state energy offices and the HERS® industry on proposed changes to the International Energy Conservation Code that aligns the code with the home energy rating technical guidelines.
  • Undertake an educational program for raters to demonstrate the added value that they can provide by assisting builders with energy codes compliance.
  • Develop a white paper for incoming U.S. Department of Energy Officials on the linkage between effective code implementation and market-driven programs.
