Effective Date of Chapter Three, RESNET Standards

Proponent: RESNET Board of Directors

Proposed Changes: Modify the effective date of Chapter Three, RESNET Standards from January 1, 2006 to July 1, 2006.

Justification: This change is proposed to allow additional time for raters, builders, allies and stakeholders to prepare for the large changes in the HERS® Reference Home and the new federal standards for air conditioners and heat pumps (SEER-13 / HSPF-7.7), which become effective January 23, 2006 and to coincide more closely with EPA’s changes to its ENERGY STAR guidelines, which are proposed to become effective at approximately the same time.
